Migration-related issues have, since approximately 2000, been the object of increased attention at the international level. This has led, among other things, to the production of international narratives, which aim both at understanding migration and at proposing policy recommendations on how to address it, with the objective of improving the governance of migration at the global level. But this implies overcoming dilemmas stemming from the diverging interests of states and other actors (like NGOs and the private sector). This article examines the way in which international migration narratives address skilled migration, which is characterised by some of the clearest political trade-offs between stakeholders. It argues that these narratives attempt to speak to all parties and conciliate contradictory arguments about what should be done, in order to discursively overcome policy dilemmas and create a consensus. While this is line with the mandate of international organizations, it depoliticises migration issues.

The idea that immigration controls in Western developed states are a response to popular pressure is axiomatic in the academic literature on migration. In the academic literature and in policy circles it is also commonplace to hear that migration is eroding the sovereignty of states. This article challenges both of these ideas. We argue that both of these ideas overlook or ignore the erosion of popular sovereignty from within states. We argue that engaging with, rather than evading, public debate on migration can potentially help to reinvigorate popular sovereignty.

Immigrant organisations in the City of Oslo receive support from the government for their daily operation. In order to receive such support, each organisation must be membership-based and have internal democratic procedures. This paper raises the question of how we can understand this combination of support for ethnic based organisations and requirements of membership and internal democracy. It explores the usefulness of two partly overlapping ways of understanding this policy and discusses their interrelationship. Firstly, within the context of the crisis of multiculturalism, the paper discusses whether this combination is based on the aim of strengthening the organisations’ procedural commitment to liberal-democratic principles. Secondly, the paper analyses whether requirements of membership and internal democracy can mainly be understood within the framework of the Nordic model of voluntary organisation. By comparing the policy at three empirical levels, the paper concludes that this combination can mainly be understood within the framework of the traditional historical Nordic model, but that there is an ambiguity in this policy related to minority rights.

The aim of this paper is to examine the various controversies over the genuineproblems of toleration in a plurally diverse polity as both historically andconceptually, toleration is one of the foundational characteristics that defines thevery essence of a plurally diverse polity and the basic virtue associated with a liberalconception of citizenship. In section 1, I present the main philosophical andconceptual issues related to the toleration-based approach to diversity in liberalpolitical theory. In section 2 I identify the conditions and the circumstances oftoleration. I articulate in Section 3 the most pressing objections against toleration. Ipresent in section 4 two competing approaches to the toleration-based approach todiversity is faced with. In the concluding section, I outline a modified conception oftoleration that mediates between different requirements associated with the twoprincipled commitments of the liberal version of the rights-based conception ofcitizenship.

It has been found that the symbolic elites have a prominent role in the discursive reproduction of racism in society, because they control the public discourse through which many ethnic prejudices are spread and shared. This special position of the mass media requires that the professional education of journalists, also featuring such topics as ethnic studies, diversity and racism, is optimally adapted to the multicultural societies in Europe, North America and Australia. This paper reports about an extensive research project examining ethnic education of journalists in these white-dominated countries, by examining the websites of many journalism and communication departments. Consistent with the general finding that white symbolic elites primarily deny or ignore (their) racism in society, none of the academic programs, anywhere in the world, mentions special classes on racism in the mass media. Finally, a practical proposal is made for a course on ethnic reporting in multicultural societies.

Several scholars have argued that European countries have decided to cooperate on asylum and migration matters at the EU level in order to develop more restrictive policies. In particular, it has been argued that European states have ‘venue-shopped’ to a new policy-venue in order to escape national constraints. This paper puts this argument to the test by assessing the extent to which the development of EU cooperation on asylum matters has indeed led to the adoption of more restrictive asylum standards. The paper argues that, actually, EU asylum cooperation has led to an overall increase in protection standards for asylum-seekers and refugees. This outcome is explained by two main factors: the increasing ‘judicialisation’ of asylum in the EU and institutional changes in the EU asylum policy area that have strengthened the role of more ‘refugee-friendly’ institutions.

Many theoretical dissertations have an unclear definition of diversity and when interpreting strategies of organizational diversity policies, theories often contradict each other. It is argued that this ambiguity and controversy can be diminished by basing theory on diversity and diversity policy more on qualitative structured descriptive empirical comparisons.This argument is elaborated in two steps. First, diversity is shown to be a social construction: dynamic and plural in nature, dependent on the social-historical context. Second, the common theoretical dichotomy between diversity policy as equal opportunities or as diversity management in shown to be possibly misleading; empirical studies indicate more practical differentiation in types of diversity policy, manifested in public and private organizations. As qualitative comparisons are rare, especially in the European context and especially among public organizations, this article calls for more contributions of this kind and provides an analytical framework to assist scholars in the field of diversity studies.

This paper examines why mosque opposition has been more frequent in Catalonia than in other Spanish regions. A comparison is conducted between the metropolitan areas of Barcelona, where opposition has been most prevalent, and Madrid, where it has been strikingly absent. A relational approach is employed to highlight the factors in Barcelona that have complicated the reception of mosques and the populations they serve. These factors include pronounced socio-spatial divisions and a lack of confidence in the state's commitment to managing the challenges that accompany immigration. The prevalence of these factors in Barcelona has resulted in the integration of mosque debates into more general struggles over urban privilege and state recognition, explaining the high degree of opposition. These findings highlight the importance of studying conflicts related to religious and cultural diversification in context, as such conflicts are inextricably linked to the lived spaces and local structures in which they develop.

The present paper is aimed at identifying what are the effects of the Point System of Selection of immigrants in Quebec. I defend that the distribution of points results in a different composition of immigrant stocks in terms of origin mix and not in terms of labour skills. To do so, I carry out a longitudinal descriptive analysis on the national composition of immigrants in Quebec and two other significant provinces (Ontario and British Columbia), as well as an analysis of the distribution of points in Quebec and in the rest of Canada.

In this paper, we investigate how the gendered origin of migrant networks (i.e. matrilineal vs. patrilineal) is associated with aspirations to migrate and subsequent migration behavior. Using longitudinal data from the Mexican Family Life Survey (MxFLS), we follow 3,923 married couples across 139 municipalities over the 2002-2005 period. We find that the networks of both the individual and her/his spouse are associated with aspiring to migrate to the United States. However, one’s own network matters most (i.e. matrilineal networks for women and patrilineal networks for men). On the other hand, in terms of behavior, only matrilineal networks predict a subsequent move to the U.S. for men and women/couples, who are assessed jointly. These findings suggest that our understanding of the role of migrant networks in perpetuating male-centered, labor migration does not necessarily translate once a union has formed. We make the case that future work would do well to account for not only the presence and composition of networks, but also their origin, which in certain circumstances may be the most relevant factor.

Today, Temporary Labour Migration is a fundamental course of action promoted by relevant economic and political agents, such as EC, the GCIM, or the OECD. Based on a specific empirical case study of Temporary and Circular Labour Migration in the Catalonian agrarian sector, which has been distinguished as a particularly successful formula, we identify a new area of interest: the emergence of a new empirical migrant category, the Circular Labour Migrant, which remains theoretically unnamed and lacks public recognition. We argue that, until now, there have been two historical phases regarding temporary labour migration: one of total deregulation and another of partial regulation, led by private actors with support from public institutions, and featuring circularity. IN a developed Welfare State context, it would be normatively pertinent to except a step towards a third phase, one involving the institutionalization of this new mobility category through the elaboration of a public policy.

This paper aims to identify and assess the main items in the strategy followed by the EU and its member states on the externalisation of their asylum function. First, it analyses the European harmonisation of the return to safe third countries and to countries of first asylum, which is carried out by means of readmission agreements. Second, it refers to the strategies defined by the Hague and the Stockholm programs concerning the External Aspects of the European Union Asylum Policy, on the detention centres for illegal immigrants abroad, and on the proposals for delocalisation of asylum applications processing centres beyond the EU borders. Finally, this paper considers whether the strategy of externalisation of the function of asylum sometimes lacks legitimacy, and to what extent there is a fair balance between the interests of the states and the protection of the human rights of refugees and asylum seekers.

In much of the western world, and particularly in Europe, there is a widespread perception that multiculturalism has ‘failed’ and that governments who once embraced a multicultural approach to diversity are turning away, adopting a strong emphasis on civic integration. This reaction, we are told, “reflects a seismic shift not just in the Netherlands, but in other European countries as well” (JOPPKE 2007). This paper challenges this view. Drawing on an updated version of the Multiculturalism Policy Index introduced earlier (BANTING and KYMLICKA 2006), the paper presents an index of the strength of multicultural policies for European countries and several traditional countries of immigration at three points in time (1980, 2000 and 2010). The results paint a different picture of contemporary experience in Europe. While a small number of countries, including most notably the Netherlands, have weakened established multicultural policies during the 2000s, such a shift is the exception. Most countries that adopted multicultural approaches in the later part of the twentieth century have maintained their programs in the first decade of the new century; and a significant number of countries have added new ones. In much of Europe, multicultural policies are not in general retreat. As a result, the turn to civic integration is often being layered on top of existing multicultural programs, leading to a blended approach to diversity. The paper reflects on the compatibility of multiculturalism policies and civic integration, arguing that more liberal forms of civic integration can be combined with multiculturalism but that more illiberal or coercive forms are incompatible with a multicultural approach.

Multi-national societies present a complex setting for the politics of immigration, as migration’s linguistic, economic and cultural effects may coincide with existing contestation over nationhood between sub-units and the central state. Empirically, though, political actors only sometimes, and in some places, explicitly connect the politics of immigration to the stakes of multi-level politics. With reference to Canada, Belgium and the United Kingdom, this paper examines the conditions under which political leaders link immigration to ongoing debate about governance in multi-national societies. The paper argues that the distribution of policy competencies in the multi-level system is less important for shaping immigration and integration politics than is the perceived impact (positive or negative) on the sub-unit’s societal culture or its power relationship with the center. Immigration and integration are more often politicized where center and sub-unit hold divergent views on migration and its place in national identity.

Contact theory and threat group theory offer contradictory hypotheses regarding the effect of contact with immigrants. Despite recent efforts to test the validity of both approaches, we still lack a definitive conclusion. This article integrates both approaches and tests the effect of contact towards immigrants and how this changes when different contexts are considered. Mainly, we investigate the effect of the economic environment and the immigrant group size on modifying attitudes toward immigration. The hypotheses, which are tested in Catalonia, show that contact with immigrants reduce negative attitudes towards immigration, especially friendship and family contact. However, mixed results are reported regarding the effect of economic environment and immigrant group size. Whereas the former modifies positively the effect of workplace contact, the latter has no effect. Findings have implications for the impact of context when dealing with the impact of contact on attitudes towards immigration.

With each passing election, U.S. political campaigns have renewed their efforts in courting the “Latino vote,” yet the Latino population is not a culturally homogenous voting bloc. This study examined how cultural identifications and acculturation attitudes in U.S. born Mexican Americans interacted with socioeconomic status (SES) to predict political orientation. Individuals who held stronger Mexican identity and supported biculturalism as an acculturation strategy had a more liberal orientation, while belonging to a higher SES group and holding stronger assimilation attitudes predicted a less liberal orientation. Mexican cultural identification interacted with SES such that those who held a weaker Mexican identity, but came from a higher social class were less liberal and more moderate in their political orientation. Weak Mexican identification and higher SES also predicted weaker endorsement of bicultural acculturation attitudes, which in turn, mediated the differences in political orientation. The acceptance of one’s ethnic identity and endorsement of bicultural attitudes predicted a more liberal political orientation. In light of these findings, political candidates should be cautious in how they pander to Latino constituents—referencing the groups’ ethnic culture or customs may distance constituents who are not strongly identified with their ethnic culture.

Within the emerging policy debate on interculturalism we critically review two recent books in 2012: Bouchard’s L’interculturalisme: un point de vue quebecois, and Cantle’s Interculturalism: The New Era of Cohesion and Diversity. In my view, both contribute very directly to open a foundational debate on interculturalism. In addressing the point of convergence and the dividing lines of these two contributions, I will claim that in spite of having one core concept of interculturalism, there are, however, at least two basic conceptions that have to be interpreted in complementary ways: Bouchard’s essay represents the contractual strand, Cantle’s book the cohesion strand. At the end I would also suggest that these two strands do not manage to express explicitly that diversity can also be seen as a resource of innovation and creativity, and so can drive individual and social development. This view is based on the diversity advantage literature already informing most of the diversity debate in Europe and elsewhere. This is what I will call the constructivist strand. My ultimate purpose is to defend a comprehensive view, grounded on the argument that no one can have the sole authority to define intercultural policy, since the three strands can be applied at different moments, according to different purposes and policy needs. The challenge now is that policy managers be able to achieve a balance between these three policy drivers.

By analysing entry policies and regularisation procedures in Spain from the 1990s to 2007, this article examines how the mismatch between very restrictive immigration policies and increasing foreign labour demands translated into a model of illegal migration, which in turn gave rise to the need to carry out periodical regularisation drives. This double 'policy gap' between legality and reality, and between entry policies and regularisation procedures, is explained as a policy in itself and as a way to solve in practice the apparently unsolvable dilemma between the demands for closure and the insatiable demands for foreign workers.

This paper aims to distinguish between the moral dilemmas posed by high- and low-skilled labour migration programs in receiving states. The first section describes the conditions that generate the demands for high- and low-skilled migrants and then observes that these distinctive demands appear to generate the distinctive conditions attached to each of these categories of programs. These conditions have led many to conclude that low-skilled, but not high-skilled, migrants appear vulnerable to abuse. However, the paper argues, the conditions that attach to high-skilled labour migration programs can also present moral dilemmas; we should not be too quick in dismissing the travails they face as temporary migrants. I argue that high-skilled migrants are subject these injustices, including discrimination, the failure to recognize foreign credentials, and therefore, unmet expectations. The paper concludes by suggesting that the generation of two tiers of temporary labour migration – which creates an inequality among categories of migrants – is itself an injustice.

The political opportunity structure (POS) debate has mainly focused on how institutional and cultural factors shape the mobilization of immigrants in receiving societies. Nevertheless, they have not focused on alliances between specific actors as a political opportunity. This paper aims to construct an interpretive framework, within the POS, to study how the resolution of politicized immigration conflicts (PICs) at the local level facilitates alliances between political parties and immigrant associations. The guiding question is: How do alliances between political parties and immigrant associations emerge in the resolution of PICs at the local level? I argue that these alliances emerge because of the specific local political environment surrounding the resolution of PICs. This framework seeks to expand the POS debate by challenging the existing literature that considers alliances an explanatory factor of mobilization; highlighting the importance of specific alliances in the local management of immigration and offering a typology of alliances.

Across Europe, courts play a central role in dealing with identity-driven conflicts across entrenched socio-cultural divides. Many of these controversies are seemingly religious disputes, involving the interpretation of individual rights. Judges are presented with what they see as a familiar legal challenge of demarcating the legitimate exercise of rights and assessing the grounds for accommodating or restricting a given expression. Yet, there is much more at stake in these disputes. This paper traces the so-called ‘crisis of multiculturalism’ in the rhetoric and political practice in many countries highlighting its influence in the tendency to seek accommodation through litigation. It inquires into the prospects of this strategy, pointing out the limitations courts face when dealing with identity conflicts pertaining to minority groups traditionally disadvantaged in mainstream political processes. The paper cautiously concludes that a shift towards more participatory political processes can foster the understanding necessary for mitigating identity conflicts.

How do minority regions in multi-national states respond to immigration? Do they use regional policy-making competencies to foster the inclusion of immigrants, or to tighten the boundaries of belonging exclusively around the minority? This paper answers these questions through a comparison of the immigrant integration laws of Catalonia (Spain) and South Tyrol (Italy). Qualitative content analysis of the laws shows that both regions place most emphasis on helping immigrants to become equal members of the society in the socio-economic dimension. Only the South Tyrolean law then adds also some restrictions. By contrast, South Tyrol is more flexible when it comes to cultural integration granting immigrants free choice of whether to integrate into the German or the Italian language, or both, while the Catalan law prioritises integration into Catalan culture. The paper links these differences to the dominant political dividing lines in regional party competition before the adoption of each law.

This paper investigates whether the policy aim of viewing integration as a “two-way process” is being translated into practice, based on 15 interviews with integration stakeholders in Barcelona and Stockholm. The conclusion is that though there is awareness among key actors as policy-makers, NGOs and municipal services, in practice integration processes are hampered both by structural factors as unemployment and labor market discrimination, and a lack of everyday inter-ethnic contacts on equal terms.

Fraudulent recruitment of authorized, temporary “guest workers” is a growing concern among international policy makers. Recruitment in many countries is regulated through a combination of immigration, criminal, and administrative laws. This paper will compare how two countries, Spain and the United States, regulate the recruitment of agricultural and low-skilled guest workers, a population generally vulnerable to fraud, based on a review of each country’s laws and relevant literature. The conclusion is that both countries could benefit from a unified national plan to combat this problem, and that the United States in particular could draw inspiration from Spain’s collaboration with several of its top migrant-sending countries. Spain’s present-day model mirrors in some respects prior U.S. successes in recruitment policy.

Through the contributions made by the concept of intersectionality, this paper delves into the issue of the access to rights and the exercise of citizenship of immigrant women in the Greater Buenos Aires Area (primarily in the municipality of Florencio Varela). Within this framework, variables such as class, gender, and ethnicity play a key role in understanding the processes of political participation in which they are involved. In this context, the work on territory focused on migrant women as a political subject. Likewise, on that basis, it was focused on migrant women in their struggle for access to land. To that end, a qualitative methodological approach was carried out. Field work included in-depth interviews as well as participant observation.

This article compares policies for immigrant integration in Barcelona and Munich, two cases of cities following a rather inclusive approach in this area. It is based the analysis of policy documents and interviews with policy makers and civil society representatives. The analysis is structured along the dimensions status, rights and identity. It identifies very similar approaches, which combine own initiatives of the cities with a favourable interpretation of the policies of higher levels of government that they implement and attempts to directly influence national policies. Contributing to the debate on local vs. national citizenship models, the article suggests that cities that choose to actively engage in regulating immigrant incorporation, both in a more inclusive and restrictive direction, can significantly modify the boundaries of citizenship that national policies impose, while cities that do not engage in this policy area might simply reproduce the orientation of national policies.

What are the interfaces between economic and employment crises and the dynamics of international mobility? This paper draws an overview of the Bolivian migrants in Spain taking into account the Spanish employment crisis and how the crisis impacted the dynamics of the return migration. The first section includes the theoretical implications of return patterns and how different perspectives have explained this phenomenon over the last decades. Secondly, we present the Spanish migratory context and its main features with special interest on the main Latin American communities and the evolution of their flows. The third section focus on the specific case of the Bolivian migrants in Spain, presenting an analysis of the main determinants marking the return intention of the Bolivian migrants residing in Spain. To conclude, the paper draws some considerations on economic crisis, migration and return patterns.

Since the publication of Philippe Van Parijs' ‘Linguistic Justice’ (OUP, 2011) this research
area has grown fast, but it has systematically neglected migration-induced diversity.
Filling this lacuna, this paper expands on the logic of ‘Linguistic Justice’ and explores the
integration of migrants' mother tongue into the education system of receiving societies. It
proceeds thus. Having argued that Van Parijs' main opportunity-focused logic is no
sufficient safeguard to a monolingual end-state (sect. I), I present additional reasons in
favour of multilingualism (sect. II). Three paradigmatic sets of rules are discussed that can
guide multilingual societies in deciding which further language to adopt in addition to a
dominant institutional language: (a) laissez-faire, (b) territorial integration, and (c)
accommodationist interaction. I shall argue that the third option accounts best for the new
reality of migration-induced diversity and should inform concrete policies (sect. IV).

The local governance of unauthorized immigration casts light on the fragmentation of
policy outcomes in multi-level governance systems. The article focuses on the horizontal
dimension of governance in local contexts in France and Spain. I argue that the devolution
of competences in the policy-making and implementation of migration management and
welfare, has empowered local and regional authorities in the governance of unauthorized
immigration. In particular, I examine how the devolution of several policy domains has
opened opportunities of collaboration between public and non-profit organisations. With
the low devolution of migration control, public-non-profit relations are dominated by
advocacy and bargaining. However, with the devolution of welfare and social exclusion
policies, non-profit become partners in the policy-making and implementation of policies.
I also show that these relations are different depending on the local settings and
institutional cultures in France and Spain.

This article aims to contribute to a better understanding of local processes of policy
implementation in areas that are characterised by a high level of politicisation and where
decisions are underpinned by conflicting normative and functional imperatives. Based on
original research data collected in London and Barcelona, it compares the formal
entitlements and effective access of irregular migrants to publicly funded healthcare
services provided at the local level. My analysis suggests that where the political context
makes it difficult for national governments to openly justify and formalise the inclusion of
unlawful residents, they tend to resort to a contradictory rhetoric and ambiguous legal
frameworks. In practice, this means that the underlying conflicts have to be mediated by
lower levels of government, as well as those institutions and individuals responsible for
implementing this set of complex, frequently changing and often inconsistent rules and
regulations.

This paper analyses the dynamics of the multilevel governance of migration flows
between West Africa and Europe. Firstly, I examine bilateral, multilateral and interregional
frames of cooperation on human mobility. Secondly, I analyse the type of
governance emerging from the cooperation, focusing on his main axis -readmission
and externalisation of control- and on the tools used to prompt the negotiation, and
particularly on the linkage with development and the subsequent emergence of a
‘migratory conditionality’ in this field. Thirdly, I underline how, during the last
decade and more clearly after the recent La Valletta’s EU-Africa summit on
migration, a hegemonic European securitarian approach of human mobility had
spread and has produced a de facto displacement of the Euro-African border. Finally,
I consider the consequences of this rise of the immigration issue between Africa and
Europe, from the point of view of States as well as people on the move.

This article introduces the principal findings of research on how mainstream cultural
associations in Catalonia are implementing policy for the incorporation of immigrants.
During the last ten years, some inclusionary programmes have been performed in this
field, most of them by the Coordinadora de Colles Castelleres de Catalunya (Human
Towers Main Board). The research herein was developed from the analysis of both
actors involved in this field: mainstream cultural associations; and immigrants
themselves.
This methodology allows us to study how motivations, misconceptions and
prejudices play a role. Therefore, the objective of the research is to show not the
quantitative results of this policy of incorporation, but the factors involved in it, and the
consequences for migrant participation in the cultural associations. The initiative of
associations in this field is very prominent, with a very open strategy of incorporation of
the so-named “new Catalans”. But, is the result of this policy an intercultural
framework? Or is it just a strategy to reinforce Catalan identity through an assimilation
process?

As the dynamics of migration in Europe has been continuously changing, diverse
empirical, theoretical, and methodological challenges have defined the landscape of
migration research. This paper aims to reflect on the current state and overtime
development of Qualitative Migration Research in Europe (QMR-E). For this purpose, we
have conducted paper-by-paper analysis on original articles published between 2000 and
2016 in the Journal of Ethnic and Migration Studies (JEMS) and Ethnic and Racial
Studies (ERS), two leading peer-reviewed journals in the field of migration research.
Through this overtime analysis, we mapped the continuities and changes taking place in
QMR-E with respect to their qualitative research methods, designs, research sites and
groups, multi-level of analysis, and topics. In this respect, we aim to identify the dominant
trends and existent gaps in QMR-E literature and invite scholars to further develop the
existing research agenda and to engage in new research directions.

The debate on the tyrannical consequences of direct democratic rule on minority rights is
almost as old as democracy itself. Yet, it has regained considerable vigour in recent years,
as the ‘plebiscitarian turn’ widely observed in Europe and North America has shaken to
the core the very foundations of representative democracy as laid out since 1945. The
article examines the issue in the case of immigrant minorities in Switzerland, that
concentrates about half of referendums worldwide. It proceeds in two steps. First, based
on an original dataset compiling all forty-three referendums and popular initiatives on
migration-related issues held in Switzerland at federal level between 1848 and 2017, it
examines through a rational-choice institutionalist lens whether direct democratic
instruments have contributed to 'expand' or 'restrict' the rights of immigrants. The results
point to a significant ‘tyrannical’ effect of direct democracy, both at the ‘agenda-setting’
and ‘decision-making’ stages. The second section takes a normative turn and critically
discusses the democratic legitimacy of a political franchise that excludes the very
population that is most intimately and immediately coerced by electoral outcomes. It
proposes a ‘realist’ reform of the referendum procedure based on the ‘principle of
empathy’, the aim of which is to complement the norm of national self-determination
underlying the national franchise in Switzerland as well as in most democracies with an
objective examination of and due respect for the ‘rights of others’.

This article provides a descriptive analysis of the geographic distribution of Bosnian-born U.S. residents using data from the U.S. Census Bureau's American Community Survey. The data show that Bosnians remain highly concentrated in a handful of metropolitan areas, with little evidence of dispersal or of residential changes between these areas. Patterns of settlement within each area vary, with Bosnians in Chicago and St. Louis spread across middle-income census tracts, those in Utica concentrated in the lowest-income tracts, and those in other cities distributed more uniformly in terms of tract income. These patterns suggest that future research might usefully focus on the causes of this variation, including the role of networks and historical migration patterns as well as internal divisions within the Bosnian diaspora.

This paper focuses on how multiple actors promote civic and political participation of
immigrants locally. The dominant approach in scholarship on political participation of
immigrants —the political opportunity structure—focuses mostly on the role of local
institutional actors to examine the constraints and opportunities for immigrants’ civic and
political participation. We argue that this main focus on top-down actors and processes
does not allow for understanding the complexity of actors and dynamics involved in the
promotion of immigrants’ participation in cities. For this reason, we propose to expand
our conceptualization of the city and to combine both top-down and bottom-up dynamics
to investigate how local contexts shape immigrants’ civic and political participation.
Drawing on empirical research in Italy and Spain, we map the multiplicity of actors
involved in the promotion of participation of immigrants in seven cities, identify the
channels they offer and assess how their interactions explain variations.

In contrast with the narrative of voiceless refugees, this working paper shows the political agency of refugees in hotspots. The hotspot approach was introduced by the EU in 2015 to formerly alleviate pressure from Greece and Italy, however, it has rapidly led to the systematic violation of human rights. Hence, refugees are engaging in protests, often deploying extreme methods. The present working paper aims at analysing how refugees try to overcome the situation of limbo and isolation in hotspots. In addition, the paper aims at investigating the strategies deployed by the protestors and on how they use emotions to challenge the stereotyped idea of victims or threats. In particular, the article focuses on the comparison between the hotspots in Lampedusa, Italy and Moria, Greece, where the two factors of spatial isolation and protracted stays are striking the most.

In this paper I analyse the externalization of asylum by means of the establishment of processing centres outside the EU from a comparative legal approach. In light of the EU‟s recent steps towards offshoring, I study the limits of this practice within the European asylum acquis. Looking at Australia as a reference, given its existing offshoring program, I analyse the European asylum law, more precisely the rulings of the ECtHR, which have shaped the protection of refugees and asylum seekers in Europe. This comparison lays down the limits the EU will find in their aim to replicate the Australian offshoring, which are mainly the notion of jurisdiction, the principle of non-refoulement, and law surrounding detention.

Taking its point of departure in the case of Salt, a small town located next to Girona (Catalonia), this paper analyses the everyday negotiation of the emerging „superdiverse‟ reality outside the metropolis, yielding a specific focus on the role of space. Via an analysis of the social production of space in this rural-urban locality, accounting for the contested understandings of space and belonging, the dominant narrative of „native flight‟ is challenged. In fact, often research on social problems in poor neighbourhoods ignore the deep connections between everyday interactions in space and the inherent structural tensions, due to ethnic, racial, class and/or gender inequalities. Instead, in this paper focus is put on the vernacular groupings put in practice in the specific context of a small town thereby revealing how the dominant narratives neglect how this is embedded within the „social production of space‟.

The EU is facing a migration management dilemma. The compromise between inclusion and exclusion developed by the European Court of Human Rights failed to guarantee human rights obligations and security challenges. This situation has put pressure on the member states overlooking the Mediterranean Sea namely Italy, Greece and Spain. In this scenario, these member states have attempted to pursue strategies to contain the phenomenon assuring both human rights and security. The paper analyses two different strategies developed by the Italian government in the last five years to respond to the Libyan migration crisis. These policies are the Mare Nostrum policies and the Minniti policies. These policies are designed around three components: Borders; Territory; Human Rights. The paper suggests that these pillars are assembled differently at different times to achieve specific policy goals. In doing so, the normative assemblage could be instrumental to either an inclusive or an exclusive policy.

When conducting qualitative research, migration scholars are often confronted with particular ethical issues. Since migration researchers often work on vulnerable, hard-to-reach, and sensitive populations, the protection of participants and their information may become a challenging task. The exploratory and flexible nature of qualitative research proves that standardized codes of ethical conduct cannot adequately address emerging issues during the qualitative research process. This article aims to map current ethical challenges that migration scholars often face as well as to provide some guidance while acknowledging the fact that many researchers deal with ethical challenges on a case-by-case basis. It starts by placing qualitative migration research ethics (QMRE) at the crossroads of qualitative migration research and research ethics debates and reviewing the main issues of this emerging literature. Then, we map ethical issues involved in different research stages including before, during, and after the fieldwork. We conclude insisting on the particularities of the critical ethical consciousness in migration studies. We also claim the need to incorporate these ethical issues in higher education programs and the need of teaching the best ethical principles in classroom environments to young migration researchers.

La democracia y la ciudadanía multicultural y, en forma especial, la ‘otredad’ se presentan como las responsabilidades en términos de convivencia a nivel nacional, regional e incluso global. Sin embargo, en Argentina aún persiste una deuda pendiente en materia de reflexión y revisión profunda no solo sobre el proceso de conformación y consolidación de su Estado nacional, sino que también mantiene un débil ejercicio en relación a una filosofía del espacio público y la relación con la alteridad ‘no argentina’ que habita en el mismo territorio. De esta manera se comparten avances del estudio realizado en terreno con poblaciones indígenas mapuche en la Patagonia y wichi en Salta, como también el caso de inmigrantes peruanos y venezolanos tanto en Ciudad de Buenos Aires como en Ciudad de Córdoba, que sirven como base para discutir en torno a la Triada que se impone en las sociedades modernas compuestas por el Estado/Nación/Ciudadanía.

Fitting in the line of research that brings together the politics of minority nationalism and that of immigrant multiculturalism, the present paper tries to answer the following research question: To what extent does the presence of a sub-state national identity affect regional immigrant integration policies? Based on the assumption that there is a qualitative difference between regional and minority national identities, the paper develops as a binary comparative study on the immigrant integration policies of a standard region (Andalusia) and a minority nation (Catalonia). The analysis shows that the major differences between their immigrant integration policies concern the discourse rather than the content. In addition, the paper takes Billig’s notion of ‘banal nationalism’ and questions the idea that Andalusian policies are less assimilationist than Catalan policies.

This paper explores what the main perceptions of immigrant families are by native families and how these reflect in their trust in public schools. It reviews the existing literature on immigration and the main concepts of trust related to school culture and climate. The research is done in Barcelona and is based on in-depth interviews and focus groups, comparing the discourse of the parents of children in schools in neighborhoods with high and low levels of immigration. The data from the fieldwork indicate that the cultural, social and physical distance perceived by the natives, and the different language and religion of the immigrants constitute the major sources of prejudice and racism. Moreover, in my analysis I have distinguished between two different ways that perceptions on immigration result in distrust in institutions: perceptions that result in distrust within the schools and perceptions that result in distrust in higher level institutions.

The question of how to reconcile diversity and integration has occupied public debates, political agendas and social sciences for decades. This WP provides a brief outline of how the project Negotiating Diversity in Expanded European Public Spaces addresses these matters. Our point of departure is that questions pertaining to the governing and recognition of diversity in Europe cannot be properly addressed without at the same time taking into account the multilevel character of European public space, the multiple characters of the groups (national/religion based etc), and the multiple modes of integration. Within such a complex European space, we identify four policy/theoretical approaches to diversity management and understanding of public space: multiculturalism, interculturalism, transnationalism and cosmopolitanism. Each ‘ism’ has its own conception of public space, diversity, equality and solidarity. Our main aim is to contribute to the normativities that inform the theory and practice of integration and diversity governance in Europe.

This paper takes the case of Catalonia to inquire into how ethnic diversity is represented in the public institutions, considering both pro-diversity agendas and the actual presence of people from diverse origins in different positions. Based on data from the REPCAT project, it applies a normative approach and suggests that an increased representation of immigrants and members of ethnic minority groups is necessary in order to fulfil intercultural policy aims, and, at a broader level, that the representation of ethnic diversity in public institutions such as the education system and the police force is a democratic necessity in the superdiverse European societies of today. Focus is then shifted towards how to address the persisting underrepresentation, considering targeting or transformative measures, and to what extent there is receptiveness for a transformation towards more ethnically plural public institutions that are more representative of the whole citizenry.

Staying within the debate, which links border studies and migration studies, my purpose is to conceptualise a focus that connects two heuristic approaches: ontological security and urban resilience. I will follow the rationale path that the normative foundation of resilience is ontological security. I will state that at the city level the concern on the “security of the self” driving resilience operates at two levels: at the social level, the city council’s resilience strategy seeks to maintain cohesion-making; at the individual level, the city council seeks to provide migrants with the minimum inclusive threshold of “the right to have rights”
This paper is the outcome of an exploratory theoretical-empirical research. First, I introduce the theoretical background linking ontological security and debordering processes at the city scale. Then, the conceptual lens linking ontological security and resilience strategies will be justified. Thirdly, the Barcelona debordering processes’ case study will be examined with a methodological section leading the presentation of findings. Finally, concluding remarks will draw some paths for further comparative research.

This paper aims to analyse the circulation of welcoming values between local institutions and the civil society, regarding asylum seekers and refugees’ reception between 2015 and 2020. What values are promoted by the institutions? How are they transmitted and how does the civil society respond to it? This work first explores the awareness-raising policies put in place by Barcelona City Council and the government of Catalunya, in order to sensibilize the population to the necessities of being “welcoming” and to propose a “participation model”. The paper then focuses on the civil society role. The latter is in fact the one who first promoted welcoming values in 2015, through massive street demonstrations or numerous letters and solicitations, urging then local public authorities to get engaged in reception processes. But nowadays, many citizen collectives criticize these institutions’ attitudes, and try to propose other values regarding the reception context in Barcelona.

This article builds upon the premise that the Home Office holds the most significant power over constructing policy truthsabout unaccompanied children in the UK. This discursive creation of policy truthsconveys a rationality of governing that is convenedinto a technology of government, shaping the actions of those contracted by the Home Office to implement policy towards unaccompanied children. This paper critically analyses Home Office policy statements and guidance to uncover the ways in which unaccompanied children are constructed as a policy problem in the UK. The analysis reveals that unaccompanied children are problematised under four main frames: the delegitimization of children arriving irregularly, the construction of unaccompanied children as both a vulnerable burden and paradoxically as ‘unchildlike’, “unscrupulous” and ‘bogus’. Finally, unaccompanied children are discursively produced as ‘migrants first, children second’, severely implicating their access to safeguarding upon arrival into the UK.

This paper uses Barcelona’s Nausica asylum seeker integration program to understand 1) what leads local governments to diverge from national policy on migration issues within decoupled, openly conflicting governance arrangements, and 2) what can result at the local level from cities’ and national actors’ diverging policy perspectives. Based on interviews with policy elites and the nonprofits managing Nausica, this paper argues that differing state and local logics of care can lead municipalities to utilize devolved competencies to address migration-related needs. Adding to the literature that examines municipal engagement on migration policy issues, the article focuses on city-level governance and definitions of citizenship, which works to combat methodological nationalism in migration studies and relates to migrant cosmopolitanism. The paper’s results also raise additional questions on how these insights can be applied by cities currently responding to the outpouring of refugees from Ukraine.

This paper builds upon the growing European political interest in countering rural areas’ depopulation and shrinking trends through rural immigration. Since rural areas’ peripheral characteristics may hinder the host society’s receptivity capacity and migrants’ revitalising potential, this paper raises the question: What factors influence the receptivity of migration to rural areas and its potential for revitalisation? which is addressed with a pilot case study focusing on Aragón’s County of Jiloca (Central Spain), where an integration project took place between 2021-22. Based on ethnographic fieldwork, the study preliminary finds that rural areas’ community’s proactivity, strong coordination and social proximity factors favour receptivity. However, social control and challenging structural factors (housing, employment, services, connectivity) hinder rural receptivity capacity. Simultaneously, prevalent socioeconomic inequalities and racism hamper migrants’ revitalising potential. The study finally advocates for a synergy between rural revitalisation and receptivity and uncovers the long-standing role of rural areas in migration management.

Diversity management gradually gains significance regarding recent migrations and growing hostility in Germany’s urban societies. In the state of Saxony, where right-wing extremism is on the rise, cultural and social policies and civil society initiatives have tried to use cultural and social education and participation (CSEP) to remedy unmanaged diversity and to reduce negative effects of discrimination against negatively racialized people. Zapata-Barrero (2017) speaks of the intercultural turn when diversity is seen as a resource, an advantage, and an opportunity for community cohesion and conflict mitigation. This article sheds light on the intercultural turn in CSEP in Saxony through a case study of the right-wing hotspot Dresden. A qualitative analysis of Dresden’s diversity management policies and 2017-22 ethnographic data identifies the premises, opportunities, and challenges: commitments to interculturality are cross-sectional; diversity projects increased; vertical forms of participation emerged, but also pointed to loopholes that leave migrants at a disadvantage.

This paper delves into the convergence of racialisation and feminisation within the framework of Celebrity Advocacy (CA) as it relates to the portrayal of distant sufferers. While previous discussions of CA have explored its ties to neocolonialism and the oversimplification of distant suffering, there has been a notable absence of an intersectional examination, particularly in the context of racialisation and feminisation. Therefore, our research question is framed as follows: “In what ways is the distant sufferer represented in celebrity advocacy?” This study hones in on CA and its depiction of distant
sufferers in a post-humanitarian context. Employing a Critical Discourse Analysis (CDA) of Angelina Jolie's discourse and visual analysis of accompanying images, our findings shed light on the racialisation that occurs under Jolie's and the United Nations High Commissioner for Refugees’ (UNHCR) white gaze. This representation manifests a white saviour complex and adopts a paternalistic tone. We argue that an intersectional approach is imperative to challenge the portrayal of the distant sufferer as a monolithic figure or simply a “third-world woman”. This paper contributes insights into how CA reconceptualizes those on the move, legitimising hegemonic processes favouring the dominant group.

The rejection of the North African community in Spain, chiefly from Morocco, implies one of the primary expressions of racism in the country. This racialisation process relies on visible and stereotypical markers perpetuating a colonial and essentialist category around the image of the "Moor". This racism constitutes a prominent dimension of everyday racism. For this reason, this paper explores how this everyday racism is manifested through the daily social interactions of racialised people, influencing two principal dimensions of everyday life: emotions and decisions. The shared and cohabited spaces will be used as a context for observation and narrative of this link since these interactions with others occur primarily in these spaces. Through 26 in-depth interviews, this contribution highlights that the emotions generated from these racist interactions significantly impact the potential use (or non-use) that racialised people will make of shared spaces based on previous experiences.
