According to the Duvergerian theory only viable parties would be expected to stand for elections alone in the long run whereas non-viable parties would be thought to join a pre-electoral coalition with another party or to withdraw from competition. However, non-viable political parties throughout the world have been shown to continue presenting candidates, calling into question the Duvergerian theories. Departing from the paradox that more parties than those that are expected stand elections, I argue that the overlap of electoral arenas generates opportunities for viable parties to present candidacies in arenas where they are non-viable. Through in-depth interviews to political leaders in Canada and Spain I show that the overlap of electoral arenas turns the decision to present candidacies when non-viable into the dominant strategy, whereas coalescing or withdrawing become suboptimal alternatives. This situation leads to an extra supply of parties competing to what the Duvergerian theories predict. Through a cross-national quantitative analysis with data from 46 countries I address the institutional and the sociological determinants that account for variation in the number of parties competing even if non-viable.
D’acord amb les teories Duvergerianes a llarg termini només els partits polítics viables s’haurien de presentar en solitari a les eleccions, mentre que els partits no viables haurien de crear coalicions preelectorals o retirar-se de la competició. Tanmateix, partits no viables d’arreu del món continuen presentant candidatures, posant en qüestió les teories Duvergerianes. Partint de la paradoxa que més partits dels que és esperat presenten candidats, argumento que la superposició d’arenes electorals genera oportunitats per partits viables perquè presentin candidatures en arenes on no són viables. Mitjançant entrevistes en profunditat a líders polítics del Canadà i d’Espanya mostro com la superposició d’arenes electorals ha convertit la decisió de presentar candidatures quan no s’és viable en l’estratègia dominant, mentre que crear coalicions o retirar-se de la competició són alternatives subòptimes. Aquesta situació porta a un excés d’oferta de partits polítics competint en comparació amb el que les teories de Duverger prediuen. Mitjançant una anàlisi comparada amb dades per 46 països analitzo els mecanismes institucionals i sociològics que expliquen variació en el nombre de partits polítics que competeixen quan no són viables.

The dataset contains information on linguistic legal regulations (language acts) in force in states and substates of Europe (Council of Europe), Canada and the US in January 2014. On the one hand, it includes data on legitimating values mentioned by acts (according to a typology based on communication and identity), on their objectives and on the type of restrictions they establish. On the other hand, it includes data referring to the political units that adopt the acts (e.g. political and demolinguistic features). This dataset is used in the doctoral thesis Why Language(s) Matter to People: a theoretical and comparative approach to linguistic justice in western democracies. The case of mixed societies.
El conjunt de dades conté informació sobre les lleis lingüístiques en vigor a estats i subestats d’Europa (Consell d’Europa), Canadà i els Estats Units al gener de 2014. D’una banda, inclou dades sobre els valors legitimadors que esmenten les lleis (d’acord amb una tipologia basada en la comunicació i la identitat), sobre els seus objectius i sobre el tipus de restriccions que estableixen. D’altra banda, inclou dades referides a les unitats polítiques que adopten les lleis (per exemple, característiques polítiques i demolingüístiques).
